I found part no. A-4341-899-A on gvibes, but the part description is "TUNER/DOLBY PCB" price is $170.
Does this sound like a "RF Board"? That is what my repairman told me the part is.

Yes it is. The part description "TUNER/DOLBY PCB" indicates function such as RF tuning and Dolby processor. Your tech is also correct in calling it an "RF board" since it is a generic name. Additionally, you can perhaps inquire from www.gvibes.com to provide yo with an image so as to compare with what you have.
