Hey there alcouto, your motherboard supports Intel Celeron, Intel Pentium 4, and Intel Pentium D processors. The socket set is LGA775. The FSB should be no higher than 800Mhz. The light is probably the power light which is ok, but from past experience it sounds like the board is dead for one reason or other. Is it still under warranty? If it is take it back to where you got it, with the purchase docket if you have it and talk to them about what you have tested and ask for a replacement. If it is out of warranty, try ebay or use www.staticice.com.au to search for the same motherboard if you want to rebuild the system without having to reload windows.

Yes, you can put a PCI-Express card into your computer. If you wanted to read over the spec's for that motherboard here they are.
