The recommended action for these kind of error messages:
1. To replace the scanner sub-assembly (in this case the led).
2. To perform the post-repair tests #1 and #2 which are explained in the service manual of the printer. You can download the service manual from this link which I uploaded for you and search the page #73 (#63 on the page).

This error code indicates the the scanning unit has a faulty. In most cases, it's the Scanner Motor faulty, maybe it's dead or it not running at an appropriate RPM (revolution per minute). From users' end, we can only try the following steps:
Remove the drum and all the cartridges, Turn off the machine, now remove the fuser after disconnect the power cord and the usb cable. Clean whatever you think is necessary like paper passage with a blower or air can, clean the toner/drum chips using a cotton bud dampen with alcohol or spirit or acetone. While they are left to dry, press the power button several times so that any static voltage might be discharged.
Now reinstall the fuser unit, reconnect the cables, and power on the machine while you keep tapping the cancel button. Reinstall the drum and cartridges and then check whether this helps or not.
If this doesn't help, then you need to call hp or call an experience hp technician to inspect the unit. Likely, some parts need to be replaced.
