It can be the TFT driving circuits on the LCD panel assembly had failed (which is more likely, LCD panel will be needed), or the T-CON board.
If you are going to DIY and have proper tools, electronics knowledge, and know safety precaution then please read on:

That sounds like you have a mainboard problem. I have the mainboard for your vizio 32" Model # E320VL this is the brain that drives the pixels on the screen i also have the power supply my parts are pulled from my vizio 32" the screen was cracked but every other part work fine. Mainboard is the board that has all of the RCA Components connections.
Price Mainboard $65 Please contact me: Computertech1990@gmail.com

Is the integral Freeview on my 32 inch Full HD TV HD or Not

Simple answer. No. But please read on . . .

Full HD Freeview, i.e 1080p does not exist. The four HD channels currently available on Freeview all transmit at 720p resolution. There is insufficient bandwidth in the TV transmission range for the HD channels to transmit at 1080p. It could be done, but it would be at the expense of other channels.

Your TV, however, is Full HD, as indicated by the 1080p in the specifications. This means it can display a full HD picture from a device which outputs at 1080p resolution. Devices which generally output at 1080p resolution include Blu-ray DVD players, games systems and PCs.

When viewing a Freeview HD channel, your TV will display the picture in 1080i (interlace) resolution. This is not true/full HD. The transmitted picture comprises of 720 horizontal lines and the software inside the TV is creating the additional 360 lines and interlacing them between the 720 lines from the original transmission in order to create a 1080 line picture which fills the entire screen. This process is commonly known as 'upscaling' and can cause deterioration in the overall picture quality, most noticably on poor quality, cheap TVs.

Hope that explains it for you sufficiently!

Lcd tv has black cloudy line from top of screen about 1 inch wide and 4-5 inch long down the screen

This problem is not just for Philips. I've found similar complaints online for JVC, and my Vizio 32" LCD has the same problem. In my case the TV is about 3 years old and has a lot of hours on it.

Vizio 32" no picture only sound 1 year old 720 I

call 1-877 MY VIZIO if your set is still under warranty. If not, you'll have to find a local TV repairman to get it working again. Let him know that he can order a main board from http://www.encompassparts.com/models/?VIZVW32LHDTV10A Expect to pay somewhere around $200 if you find someone willing to do the repair.

Black line problems

Some components in the vertical deflection amp have been going out of spec with age.

The set may no longer be worth to spend money to service it because of its age. However, if you wanted to invest the money, the set is serviceable. Considering its age, the CRT may be soft, and there are many other older components that can soon fail.

I would be considering a new set.

Cant see full picture w/ Vizio 32in HDTV

You would look for a format button on your remote.
Dish Network: bottom left the asterisk "*" button
DirecTV: top left, second from the top labelled "format"
Cable remote: look for format, zoom, or aspect ratio

Pressing this button should scroll you through the options.
