Hi sound like your having a region problem
go in to start then your contral and click lang/region then click change keyboards click this and select the contry you need and apply your setting .
now try and see if this works

Here's a quick tip to ensure your numlock key stays "ON" by default when the computer starts. 1. log off your PC to the Ctrl-Alt-Del screen 2. Turn on the NumLock key 3. Hit Ctrl-Alt-Del (like you are about to log on) 4. Don't log on, hit the "shut down" button to turn off your PC
This saves the numlock key in the "ON" position by default when the PC starts.
The keyboard has a feature (and associated button) called F-Lock. By default,
when the computer boots, F-Lock is turned on. In the F-Lock mode, rather than
sending the standard key commands for the function keys, the keyboard sends
special alternate commands (like print for F7 and save for F8)
that are configured in the iTouch program. In order to force the keyboard to
send the standard function key commands, you must TURN OFF F-Lock by pressing
the F-Lock button! Oh, and by the way, there are no indicator lights on the
keyboard, and the F-Lock button is an always up momentary button - just like the
keys on the keyboard, so there is no way to tell what state it is in, other than
by pressing it and then pressing an F key to see what happens!
did your antivirus is in updated mode... antivirus will became a strong protector if it is updated via internet... try to open your anti-virus then click update but make sure that you are connected to the internet.. tell me nothings change...
first of all shut the system down ...
than start it again and when you see the memory chk start hitting the F8 key keep tapping it dont hold it down and when you see the boot optiong select the one that says safe mode with networking
you have to use the arrow keys coz mouse wont work and when selected hit enter
and than when you get the login screen and if you have the option with administrator ... hit admin
and than see if you are able to go through IE
if yes that that means the firewall is stopping the ie and the firefox from connecting to the net
so go ahead and remove the antivirus and the firewall and than restart the system and chk in the normal mode
if you still face the same issue ... that means you have a firewall still which is blocking
if you have a router reset it or disable the firewall in it
that will resolve it
