What is the age of the cd drive...could be it's just plain broke...
...or, boot into (i assume it's XP) safe mode by pressing the f8 key repeatedly while booting up, then select the safe mode option. This should load a set of drivers to operate the cd drive. If that doesnt work, i would assume it is broke, and replace it.

What Operating System you are running? What's the Manufacturer name and model number of the drive(s) in question? This information along with any recent activity such as a recent format and OS installation, driver update, newly installed drive, etc... would greatly increase the chances of a plausible solution to your problem. IMHO
So, please give us as much information as possible so we may better serve you.

Check your IDE cable inside that plugs into it. This
will be the wide cable. Does it light up? Your power supply could
be going bad. Unplug them one at a time and see if they work. Look
at the jumpers and make sure the last one on the cable is on Master and the
other one is slave. Sounds like a bad cable or connection.
