Question about Dell Dimension 8400 PC Desktop
I would suspect (almost always) a bad power supply. You should be easily able to find a new one for under $25, just make sure that it has the same types of connectors as your original (extra connectors are OK). If it's not the power supply, the motherboard (main circuit board) is almost certainly shot.
