Hello- If it is a gas range it sounds like the valve is stuck, they can get gummed-up and corroded over time. If you are willing to have a repair person out they should be able to take it apart and free-up the valve stem without replacing the valve itself. I would not use that burner, or try to force it ON because if the valve stem breaks you could get a gas leak, if it is gas. If the range is electric you will need to have a new switch installed. When you call for service tell them the model number of the range so they can have the correct switch on hand. Hope this helps, best regards.
