A universal remote that has "code search" capability can be used to find a code that will work with your RCA home theatre. If you search through all codes contained in the remote without success, you may have to try another universal remote because all universal remotes do not contain all codes for every device.
Which One For All remote do you have? The manuals and code lists for most are available here: http://www.oneforall.com/support/manual . Use the drop down menus to select Universal Remote Control and then the specific remote model. Then click on the link to the manual.
You may need to program the amplifier and the dvd player separately. The codes below are for the URC-9960. RCA Audio Amplifier codes: 1023, 1254, 0531, 1390, 1609 RCA DVD Player codes: 0522, 0571, 0717, 0822
Please note that universal remote controls only have codes for devices released 6 months or more before the remote was programmed. If your Home Theater System is newer than your One For All remote, you may need a newer remote.
On the top of your dish remote there are several buttons to control different devices..... pres the TV button to access the TV's menu. This should have been set up by the installer unless you did it your self..... Dish is very helpful with answers.....
Universal remotes often do not have all the functions of the original. Sometimes they don't work at all on a product. You may find it necessary to purchase a replacement original if you want to get your system going again. You can try ordering one through the manufacturer's website, or from an online remote-control vendor. A Google search for "replacement remote control rca rtd3131" turned up several. Here are a couple picked at random: one site, another one.

I got it under control with a Time Warner remote the code is 10-1-9 or 1 area code and 0-1-9. So just put the remote in auto and cycle thru by pushing the channel buttom on teh TW remote, check yur remote.
