Sorry to sat but the tech has no idea what he is doing. The metering device is in the discharge valve, making that line a low pressure, not high. If the "suction" line is hotthen it is running in heat mode.

SOURCE: No cooling
More than likely, you have a leak in your system and the refrigerant has all but leaked out. What you need to do is call a QUALIFIED repair tech and have him/her locate and fix the leak, then recharge the system. If you continue to run it, you run the risk of burning up the compressor, then you can figure a total replacement for the system.
