Here is a link to the manual: http://ftp.casio.co.jp/pub/world_manual/wat/en/qw1310.pdf It says: Hold do the (A) button [the upper-right button] to advance the analog time setting. The analog time will adjust forward at high speed. It only goes forward, so if you miss the proper time, you have to go all the way around again.

I looked at the manual, to wit:
And it looks rather simple. Set the watch to the city in your timezone, then set it on a window sill overnight. Am I missing something? are you wanting to set it manually? what part did you get stumped on?
