at this point there is no simple way to recover your computer or get to the files.
If you want to try getting the files from the laptop, I would suggest to remove the hard drive from the computer, then buy a external hardware USB caseing for it, and then connect the hard drive into another computer with the USB cable.
Then you can copy the files from the hard drive, if it still works. If it does not work, and the files are extremely important, then you have to get a professional data recovery service to help you with it, or take it to a local computer repairer, he may be able to get the files. He will also be able to reinstall the laptop in that case.
To get the machine working yourself again, you need a windows Vista Installation Dvd. You should have a license key in the bottom of the laptop for windows vista, a pc repairer will again be able to install it for you - if you are unable to obtain the disc.
The computer can not be recovered without a disc at this point.
