If you are running DOS(Command prompt) in Windows, your windows Operating System is installed in C drive and is Up and running then it is impossible to format the C drive because the whole thing is running in C drive and windows won't allow you to do so.
But if you are using a separate DOS O.S. and want to format C drive and If you want to format any other drive than c drive when your system is up and running then you can use the FORMAT command followed by the drive letter that you want to format.
here is an Examle to write in DOS..
Format C: /q
you can replace the C letter by any drive that you want to format. The /q Option is use to perform Quick Format. Here is a list of mostly used Option
Formats a disk for use with Windows.
FORMAT volume [/FS:file-system] [/V:label] [/Q] [/C] [/X]
"volume" Specifies the drive letter "/FS:filesystem" Specifies the type of the file system (FAT, FAT32, exFAT, NTFS, or UDF). "/V:label" Specifies the volume label. "/Q" Performs a quick format. "/C" volume will be compresse by default. "/X" Forces the volume to dismount first.
Hope this will help for sure.....cheers:)

I have a IOMEGA 1TB hard drive, and I formatted It and it gives me only 92.7MB free out of 92.8 MB and not the full 1TB and I'm using on my PC windows 8 pro and It won't back up all my files what do I do?

I would connect drive and from dos prompt run diskpart. Make sure you have extended dos partition that has the entire drive space. You can type at the dos prompt: diskpart ? for help. Once you have partitioned the whole drive format it with NTFS.

If the computer is running you will not be able to format the C: drive. You will need to restart the computer with a boot disk, boot to a DOS screen, and format C: drive from there. Just remember this will wipe everything on C:, including your operating system, so you will need your windows reinstall disks handy.

I installed just as the instructions said and i cant get my pc to recognize my 1.5tb hard drive

First download this disk iso and add fdisk to the disk and burn ituse this link:
http://www.bootdisks.us/ms-dos/5/ms-dos-bootable-cd-images.html

download fdisk from this link FDisk 6.22
http://www.uv.tietgen.dk/staff/mlha/Download/dos/#FDISK

Once you have downloaded and burnt the disk, make sure the drive is showing in the bios, then set to boot using the cd/dvd-rom and insert the disk.
When loaded, at the command prompt type fdisk, find the 1.5tb hardrive and create a primary dos partition, it may take a while so be patient, once done take the cd-rom out of the drive and reboot the mechine, goto my computer and you should see the drive, and it will have a drive letter next to i. It want contain anything as it has not yet been formatted.
To format just right click on the drive and choose format, choose ntfs and press ok, it takes a while so again be patient, and you should now have a usable new drive. hope this helps, any problems post back.

How to format only C: Drive( in NTFS) in 160 GB Hard disk

It sounds like you are booting into DOS. Dos is an old system which does not recognize NTFS partitions, only FAT/FAT32.
What you need to do is use Hiren's Boot CD (download off google).
Use it to boot and use the NTFS4Dos utility first. Then start Dos:
Or once you boot into Dos mode with the CD, type:

A:\>NTFS4DOS
.............it will list harddrive partition letters.........
A:\>C:

The above may look different as A:\> can be any drive the cd assigns. C: is also an example as you will see your drive letter in the list of harddrive partitions detected.
