No, you can't decode them. Actually decoding them is considered piracy and against the law. That unit like the vast majority of them, if for the recording of the channels that are not coded , or, if they are coded , you have permission to record them because you have bought it from the channel owner.

Your audio must be hooked up incorrectly. Take alook again at the back of your TV and the decoder. Does the decoder have more than one set of incoming connections? Does the television have more than one set. Please tell me exactly what you have hooked up to what (names of connection ports and color of the wires). Thank You.
