Question about HP iPAQ RZ1710 Pocket PC
This problem could occur due to two reasons:Phone firmware corrupted or its problem with laptop synchronization software.
1)First reset the phone follow the below link about how to reset the phone.Do hard reset not soft reset.
2)Uninstall and reinstall the phone sync software again and restart your system.
3)Check the usb connection is good and not defective.

acc to me, partnership once deleted due to hard reset on ur smartphone will not be created under the same name until u delete the same partnership from active sync on pc. To delete the partnership open active sync>file>delete partnership..then create new with the same name with ur smartphone.
