I suspect the issue is that you need the web cam's drivers to be installed.
The website to start at is https://secure2.tx.acer.com/fixmyacer3/fixmyacer.aspx-
Bar that, that site is also the contact point for you to speak with Acer's technical support team if there is a hardware issue.

open DEVICE MANAGER and check to see if there is an eclamation mark next to the webcam icon, since you reformatted the hard drive, chances are that you did not install the driver for the webcam

How can i restore the acer aspire 3690 media keys? i formated my computer and cannot make those side keys work.

If you reformatted an re-installed Windows, you MUST ALSO RE-INSTALL ALL LAPTOP DRIVERS that came with the device for the appropriate version of Windows (including ChipSet and LaunchManager drivers).
Hope it helps.

Reformat Of Acer Aspire 3680 Help

If all you need is to format the disk
  1. Insert your XP disk
  2. reboot you machine after cancelling all the installation set up details
  3. Follow the instructions that follow as if you are installing Xp afresh (install, Accept terms,) then choose drive to install XP on (the one with current XP or else others) press delete (D) and follow the instruction to accept
  4. After deleting choose Install XP and chose to format your disk the way you want Fast/Slow to FAT/NTFS
Please note formatting is deleting everything (EVERYTHING) on that disk preparing to store new information as a blank HDD i.e. you will lose everything on the disk viruses, bad stuff and all your valuable data on it

How to reformat Acer Aspire 3002LCi Laptop Computer

Acer Aspires don't ship with Install CDs or DVDs, acer suggests that you create your own intall/backups with their empowerment utilities, I know this because I have an An Acer Aspire. A few questions if I may, first have you backed up your hard drive yet? Is there anything important on it, that if you lost it you would be upset? If so then I strongly urge you to backup any important files before you format, why is it you want to format? Please ask yourself these questions before you proceed, I don't believe any of us here would want to be responsible for showing you how to wipe out your hard drives data, so with that said I won't go any further till you have asked and answered those questions.

Hope this helps :)
