Make sure if your mobile is unlocked to the network AT&T. If so, you can just insert your BSNL SIM card and use your mobile and internet like the normal phone. If not you can unlock it from www.theunlockspot.com.

If the phone's unlocked, you can use the phone service. However, you will have to set up the phone to point to BSNL's cell internet servers; phone them up and ask for their GPRS network configurations.
