Unfortunately you will lose all your apps and everything else for that matter. If you bought these apps with your itunes account, you should be able to log into your account through itunes on your computer, and go to the apps in itunes, and you have to manually re-download each one, but you won't have to buy them again as long as you are logged into your itunes account where you purchased them before. Did you never back up this ipod touch? If you backed it up you can restore from that backup and would not lose anything, but if you never did, then sadly you have to get each app individually, along with any music. It's definitely a pain, I know, but there is no other way. In the future make sure you back up your ipod by just right clicking (or control clicking if you are on a mac) and selecting BACK UP on the ipod. Then you restore the same way, but you of course click RESTORE.. but if you didn't do that previously, you will sadly lose your apps once you sync back to itunes.

Here are some suggestions:
First, update your version of iTunes.
Ensure that your computer's drivers are up to date. Since you restored your laptop, update your Windows drivers. Go to Tools - Windows update in Internet Explorer.
Be certain that your USB ports (where your iPod connects) are OK.
