Check to see if the needle is damaged
check to see if the needle is in backwards
Make sure the bobbin has a 3-5 inch thread tail
Then make sure the top thread has a 3-5 inch tail
Then hold the top thread tail with your fingers (away from the needle)
& use the hand wheel on the right hand side of the machine to slowly
Lower the needle in the bobbin area & see if the bobbin thread will pick
Up that way

Adjust tension

The tension of the top thread and bobbin thread are in a "tug of war". If the top is "winning" or too high then the bottom thread will be showing on the top of the fabric. If the top is "loosing" or too loose then the top thread will be pulled through the fabric and show a lot on the bottom. They must be evened out so the "tug of war" is even so the knot is in the middle of the fabric.
START WITH BOBBIN FIRST: Remove bobbin and bob from finger. When you have it adjusted right then the bobbin will extend one inch when you bob it. If you can't bob your bobbin you will have to make an approximate and replace. You may have to do this a couple times to get it right.
WHEN IT'S RIGHT: The bobbin and top tension are equal without being too much pull on both that causes the fabric to pull together.

I have a consew 227 without reverse and can't tighten the bobin thread for the life of me. Do you think it might be out of timing? Please help thanks in advance.

THE SPRING THAT TIGHTENS AGAINST THE THREAD IS BENT OUTWARDS. IT MUST BE BENT INWARDS BY KEEPING THE TIP HELD UP WHILE YOU PUSH DOWN ON THE SPRING WITH A SMALL SCREWDRIVER. THIS WILL BEND THE METAL INWARDS. NOW, WHEN YOU TIGHTEN THE SPRING AGAINST THE THREAD IT SHOULD TIGHTEN AND LOOSEN AS YOU ADJUST IT. TO ADJUST YOU JUST NEED TO HANG THE BOBBIN FROM YOUR FINGER AND BOB IT UP AND DOWN. WHEN YOU ADJUST IT PROPERLY THE BOB WILL CAUSE THE THREAD TO EXTEND ONE INCH. THIS HAS NOTHING TO DO WITH TIMING SO DON'T BE CONCERNED ABOUT THIS.

MY THREAD GETTING WRAPPED AROUND THE BOBBING WHEN TRYING TO SEW THE TOP THREAD WRAPPING AROUND THE BOBBING CASE AND DRAGGING CAUSING THE TOP THREAD TO BREAK ?

It sounds like the lower shuttle is out of place. You should be able to take out the bobbin case and unlatch the shuttle. It will probably be in 2 pieces. Clean out the dust behind it and replace the shuttle pieces. You may have to fiddle with it a little to get them back in place. Then you can test it by manually turning the wheel. Make sure the bobbin is placed into the bobbin case and that the bobbin turns in the direction that you pull the thread.

Good luck.
