If the filter is spongy or plastic woven... soap and water.
make sure they're fully dry before replacing.
if paper filter like a HEPA, air compressor only.

Can the filter be cleaned or does it have to be replaced. If it can be cleaned; how do I clean it?

Foam or cloth filters can be washed. I wash by hand with hot water and dish washing liquid, rinse with clean water, thoroughly dry and refit. Has always worked for me. The paper filters obviously can't be washed, but if you have access to a compressor you can blow them cleaner. Be careful as they do rip easily and this method only partially unclogs them. Replacement is the best way.

Fishy smell comes from machine during use what's the problem and how do I solve I have changed filter and rinsed out tanks

If you are sure it is not in the filters (there will probably be more than 1) and the tank/dust collector is clean, then I would make sure all of the tubes are clean and totally debris free.
The smell may linger a while and fade over time if you have cleaned it as best as you can, so in the meantime maybe put some kind if deodorizer in the outlet filter.

Ther is no suction in the power tool hose . the soap is dispensed but no suction or at best a very very very faint suction

This sounds like a clogged Lint Filter. The filter (looks like a screen) is located on the Tank Cap. Remove it and clean and put it back. Don't run the unit without the filter. If that doesn't work then try the Flow Indicator Filter (Turn the Flow Indicator cap counter-clockwise to remove it, lift out the rotor and filter. Clean filter and reassemble in reverse order. How do I clean the filter

The foam filter can be hand washed, squeezed and them dried.
The pleated filter really never seems to loose it stall smell after cleaning. It's best to tap it against the hard ground to free the dirt.
Washing it can cause odors.

I cleaned the filters on my dc 25, after cleaning it started to make a whistle noise. Opened the ball will running and touched the filter and noise stopped. Do I need to replace filter or rubber gasket...

You are hearing the air whistling past the gasket. Touching it may make it come and go. It is a small air leak bypassing the filter. It is more of a nuisance than anything. A bit of fine dust may be getting past the filter too so It's best to try to adjust it so it does not make the noise. If your filter was still wet or is clogged it will cause a restriction which makes it more likely for the air to try to get past the filter because it is having a hard time going through the filter.

I need to know if the filter in my vacuum cleaner is washable?

What I have found over time is that even if a filter is marketed as being washable it really means that the material will not be damaged by water. The key difference here is that it won't necessarily be cleaned better by washing. Electrolux sell a lot of washable filter for example but what i find is that washing only sets the dirt as mud. The problem is that the pores of a filter are incredibly small and water does not dislogde the particles. Remember that in the normal run of things the suction power of the vacuum is actually wedging dirt into the pores.
The best way to clean a filter like that is with an air compressor but it is very messy. Generally speaking a filter will be past it's best after a year or so of usage. My advice is air compress or replace but don't wash.

Comment by Avonb, posted on Apr 22, 2008 I have a Bagless twin clean, thought I was cleaning the filters but apparently not, the manual is very vague

I would advise you to ALWAYS to FIRST UNPLUG YOUR VACUUM before beginning any service procedure.
Not knowing the Model # or Brand name, it is a good idea that you can vacuum of the filters, if you have a blower – you can blow off the dirt from the filters, some filters are washable and you can clean them by washing them and letting them dry completely before you re-install the filters. Idea? If you have an old paint brush, that is ideal to clean off HEPA filters or cartridge filters or use a blower to clean off the dirt. You need to be the best judge on how to clean the filters. You can check the company’s website for the brand name such as:
