Question about Dell OptiPlex™ GX240 PC Desktop
If you cannot get into BIOS or boot menu, there's definately a system board issue. as far as i can interprete my findings on the internet i would say the PS2 controller is broken.
you may want to try with other memory modules, but i'm quite sure it's the system board
