The defect is only incidentally located in rule of thirds intersection. The problem is either concerning the lens or the CCD sensor.
If problem is concerning lens you will get a fixed shadow or a proper out-of-focus blur spot.
If problem is CCD the blur will be a deformation of the image in that area rather than a proper optical blur.
In either case the problem may be difficult to fix, as repair involves taking apart and cleaning lens, and eventually replacing the optical sensor if needed.
