Did you change any modules on the vehicle ?

Your vehicle could have a ground issue , could have power issue , could have a control module issue . It needs to be hooked up to the factory scan tool ! It is for sure it has a communication problem on the SCP data bus , do you know what serial data communication is ?
The vehicle has 3 module communication networks:
  • the standard corporate protocol (SCP) communications network
  • the international standards organization (ISO) 9141 communications network
  • the universal asynchronous receiver-transmitter (UART) based protocol (UBP) communications network
The diagnostic tool connects to all 3 networks through the data link connector (DLC). This makes diagnosis and testing of these systems easier by allowing one diagnostic tester to be able to diagnose and control any module on the 3 networks from one connector. The DLC can be found under the instrument panel between the steering column and the radio.
The SCP communications network will remain operational even with the severing of one of the bus wires. Communications will also continue if one of the bus wires is shorted to ground or voltage, or if some but not all termination resistors are lost. The SCP communications network allows inter-module communication.
The ISO 9141 communications network does not permit intermodule communication. When the diagnostic tool communicates to modules on the ISO 9141 communication network, the diagnostic tool must request all information, or initiate module commands.
The ISO 9141 communications network will not function if the wire is shorted to ground or battery voltage. Also, if one of the modules on the ISO 9141 communications network loses power or shorts internally, communications to that module will fail.
The UBP communications network will not function if the wire is shorted to ground or voltage. The UBP is different from the ISO communication network in that it allows intermodule communication.

The electronic's , control modules , driver door electronic control module ,the lighting control module , SCP serial data communication network . You have no way of fixing this . A factory scan tool would be needed to check communication on the SCP data network .

You would need factory service info. to find control moduels , there power an ground circuits to do electrical testing . Voltage drop testing etc....
You could very easily make thing's worst , short out the network an the vehicle will do nothing . You have no idea of the complexity of this .

Your Phone Network IC Fault So Please change Network IC

if it is there isn't much you can do on this side of the network.

The Boost sim card network is the iden network. The incagnito is the CDMA network.

They'll only work where they have service for them. Other then that their two totally separate networks.

These other garages you took it to , were there scan tools able to connect to any module on the vehicle ? Checking for codes in the GEM - genaric electronic module , instrument cluster etc.... All the modules on your vehicle talk an share information over a SCP - serial data bus . If a module is down it set's a DTC in one of these other modules . You would need a factory or a professional grade scan tool to talk with these other modules . That would be the first step if this came to my place of employment .If no modules on the data network communicate , checking the network would be the next step .
For a quick check of the SCP network, simply place your voltmeter across the SCP pins at the data link connector (top row second from left and bottom row second from left).
SCP voltage will usually range between 4.5 and 5.0 volts. If there is no voltage present at these pins when the key is on, unplug one module at a time until this voltage returns. In some cases, a shorted module will load down the network.
If the voltage is low no matter what module is unplugged, there is likely SCP wiring damage. There needs to be at least one module plugged in to get the voltage on the network.
When testing the CAN network, both voltage and resistance can be checked. Place a voltmeter or an ohmmeter across pins 6 and 14 to check the high speed CAN network.
When checking voltage, the CAN network will normally be around 2.5 volts. When checking resistance, ensure that the key is off. The resistance of the CAN network will be around 60 ohms. An explanation of this resistance can help diagnose a high speed CAN problem.
On a Ford vehicle, there are two termination resistors on the CAN network. These resistors are usually found in the PCM and the instrument cluster. Each resistor is 120 ohms.
When they are put together on the network, the network will show 60 ohms. With this in mind, if you check the resistance and it reads 120 ohms, you know that one of the modules is not on the network. Simply unplug the cluster or the PCM to see which one is on the network.
A low resistance value will usually indicate a shorted CAN circuit, or a shorted CAN module. Unplug all of the modules except the PCM and the instrument cluster and then see if, at any point, the resistance returns to 60 ohms. A high resistance will usually indicate a connector issue, corrosion or wiring issue.

LAN cannot work


You need to connect a LAN cable to it which is connect to another computer, network, router, and or hub. Then you need to setup the LAN network itself. Here are a few links that might help.
