Probably needs the water jacket dumped OR the pump has failed. Just guessing you have a portable ac. Have a typical manual for these.

I have a 2000 chevy Silverado 4.3L gas that refuses to start during or after it rains. Before I start ripping my engine apart, does anyone know how to resolve this? I'm stumped....

Do a voltage drop test on power and ground circuits for engine , PCM . You have mositure intrusion , high resistance problem !
What is the voltage drop?
This means that approximately 2% of the supplied voltage is lost in the wire itself. Excessive voltage drop may result in unsatisfactory operation of, and damage to, electrical and electronic equipment.
What is Voltage Drop Your problem hasn't anything to do with you needing to rip your engine apart . Electrical problem !

Mositure in headlights

You may need to start and run the vehicle while you do this but just turn them on for about a half hour or so and let the bulb heat dry it out.

Cant get car into gear

I would suspect that this vehicle has a hydraulic clutch which operates off of a slave cylinder which uses brake fluid for activation. Water and brake fluid do not work well together. You will most likely have to have the clutch and slave cylinder bled so that all the mositure is removed before it will work again.
