Yes your assumptions are correct.The unit does not store the customer information as that will be illegal and amount to fraudulent activities. Also it is highly secured so the merchant ID is completely inaccessible.

You are correct. The phone does not store any customer info.
Also if someone tries to tamper with it, it will need to be rest and no one can get the merchant ID unless the merchant supplies it to them.

Can you clarify what you mean by "that would be illegal"? As long as the unit meets the PCI requirements (critical data is encrypted if stored), then would it be illegal?
