Many different problems there. Is unit humming? Make sure you have power comming in to your contactor on unit first. Ensure your calling for unit to come on. If those don't work let me know and we can go further..

Honeywell RTH7600, RET97C has been operating good until recently. AC had always come on when there was a 1 degree difference between setting and room temperature.

When you turn power on/off your resetting the entire system. The problem is your air handling unit or outdoor unit. Something is locking out the system. Would need model number outdoor unit/indoor unit.
What breaker are you resetting? For what unit.

What does it mean when s3 shows up in the digital temp window?

You have to try resetting the system. First turn the breaker off for the condenser and wait about 20 seconds. After you turn it back on the system should reset. If the s3 comes on then you have an issue with the unit and i would get a professional to help.

Trying to get info (tonnage seer rating) on a weatherking mod# 10ajb48a01 condencing unit to find a matching evaporator coil and cannot find anything on internet

This is a 4 ton model condensing unit. You can go up 1/2 ton for the evaporator, meaning a 4 1/2 (A) coil will work just fine and allow a bit more cooling capacity.

My Weatherking is about 8yrs old and just recently stopped blowing cold air. Its feels like outside air temp coming thru the vents. I changed the air filter about 30 days And clean the condensor coil...

It sounds like your compressor is either not running or is low on refrigerant. If it is low on refrigerant it means you have a refrigerant leak somewhere in the system. The leak would have to be found and repaired or the unit is going to keep leaking down every time you pay to have it recharged.

I have a weatherking 13AJA60A01 Ac unit and the condensor fan is not moving, I can hear a sound assuming electricity goes through the system but the condensor fan not working. The unit is just 1 year old...

Weatherking has five year parts on there equipment. You may just have a breaker kicked or tripped float switch. Check for stopped up drain Shop vac **** out stoppage from the outside drain line for unit. Check breaker. The sound you here maybe the contactor. It energizes from the tsat inside. If the contactor energizes. You have a high voltage problem. Your warranty covers aprts not labor. So call a Rheem ,Ruud or Weatherking dealer. Any of these dealers can handle warranty parts. Rusty Feadback please.
