Re: EVERYTIME I TURN ON THE IPHONE IT STARTS SAYING...
I live in America and my iPhone does the same thing sometimes. It'll say "No SIM Card Found" or something and I have to restart it as well. I called Apple and they pretty much told me that I have to just restart it every time.

You didn't mention Brand or Model of the cell phone?
It's searching for the carrier you are subscribed to.
Remove your SIM card and then put it back in.
Make sure you are in range of the carriers cell tower.
For iPhone, goto settings, Carrier and set for Auto.
the new sim card is connected with having an iphone account. when you say it is officially unlocked. does this mean that AT&T unlocked your phone? what i think your saying is that if you have 2 sim cards, one that is in use and the other is a spare you cannot use both. at the same time. the sims are standalone, to use a spare sim it has to be activated by the carrier, thus disabling your original sim. when you change sims you will need to reboot the phone that will not change.
You need to send the iPhone back to their service department to have its operating system and utilities re-loaded. You can also ask them if it is possible that you have a copy of the operating system and utility software to do this yourself. From what I have experienced, many of the manufactures will not allow the end users to re-install their operating system in their phone.
