Your handset is Network locked to the original network in Canada where it was bought: if it was not a prepaid handset and you are no longer on a Plan, you can try to request the unlock code from the Canadian supplier: they may charge you a fee for it or refuse to do it.
You can always try to get the handset network unlocked for a feee by a third party professional unlocker.
Hope the information is of some assistance.

Hi - As a stated, you have to request the phone unlock code from the original network provider in Canada with your proof of ownership:
If you meet all their unlocking requirements, they will send your phone very specific phone unlock code instruction on how to enter it in your specific handset.

You did not mention the phone model but for newer mobile handset, in general, you cannot just generate this code from the phone IMEI.

ps. A possible 'cheap' solution: Google 'universal SIM unlock card' .... read about it as it may help in your situation ...

Which is best international calling card/plan in Canada?

Calling cards are the prepaid method of making a long distance call. They help in saving money spent on long distance phone bill. Since they are prepaid calling cards, there are no monthly bills, no detailed statements and no hassles. There are various networks that provide calling cards of different plans. But the calling card which I use most is Reliance Mind Bridge. They are much cheaper than other cards and local phone company. They offer unmatched voice clarity at extremely attractive prices. You can not only make calls in Canada, but also in the U.S., U.K., China for as low as INR 1.4 per min. There is also a mobile application compatible with popular OS. Another feature which I liked most is that there are no hidden charges with Reliance. Reliance Mind Bridge provides best international calling card plan in Canada.

Good Day,
Almost all provider have contracts. Upon acquiring the plan, of any value an length, a contract(that binds you to the service provider) is signed by you. Most of these contract states the length of the Lock-in period, which you should be on their network. Some network provider even prohibits the "unlocking" of the phone for use on other networks. In short, the contract states that the unit or phone should be ONLY used on their networks during and until the prescribed lock-in period.
Sometimes, even if you pay for their services continually, and the network provider finds out(there are several ways for them to know) that you have used the unit against the signed contract(breach of contract- or violation of the terms and conditions) or simply have made the phone unlocked to use OTHER sim from other provider, the company or network provider CAN do whatever they may see as appropriate. Such as "BLOCKING" the phone and sometimes issuing a warning that you have violated the terms and condition, stated in the contract.
I suggest that you read the contract, or clear up with your original provider, with the terms. It is with those terms, CELLCOM does not want to unblock your phone. If your handset comes with a plan with them, it would be clear on the contract you have signed, on how the handset should be used ONLY on their networks.
Unless you have bought the phone, without any plan or subscription, you may opt to do network changing anytime. And use it to any network you wish.
Unlocking the phone and using it other than the original network is a clear violation, and network providers have the right to lock(blacklist your phone), SOMETIMES even if you are still paying for it.
Hope this helps. Thank you for using Fixya.
