what this simply indicate from your statement means that
The wires to the element shorted out by not being connected and to close to the metal cavity or the element need to be replace .
This should have tripped your circuit breaker.
Before resetting reconnect the old element or put in the new one then turn on power. If nothing illuminates you will need to replace the main control.
This is easy to replace but not inexpensive. You can get diagrams and illustrations at www.appliaancehelponline.com All parts come with installation instructions.
