This is the way I do it; first ensure the new pull rope is the same length (or close) to the original. Tie the handle to the new cord before rewinding the pulley spring up all the way, rotate the pulley as needed to align the hole in the pulley and the guide in the cover and then hold it with a "C" clamp or have a helper hold it tight (I prefer the "C" clamp).

Thread the new cord in place; if you have difficulties with the rope bunching up put on some gloves and with a torch (or stovetop) heat the end of the new rope until it just begins to melt and then roll it into a point to make it go through the little holes easier. For really stubborn ropes (keep the gloves on) if the pointed end helps but it's still difficult to thread all the way through I've found that after forming the point saturate the last 6-8 inches of the rope with melted Gulfwax or bee's wax. Once the wax is cooled a bit but still hot roll the the rope in your hands to form the end of the rope strait. Thread the rope through ending and locking with a small but tight simple knot. Release the Clamp and allow the rewind spring to wind the rope in.

You rotate the pulley by hand in the direction it would turn when you pull on the rope, this rotation loads (winds) the spring force used to turn the deep groove pulley and wind up the rope.
If the pulley just spins and spins without ever tightening the spring that could indicate a broken spring or a spring that is no longer connected to the pullie's center slot. If this has happened it may be best taking it to a shop for repair at this point because I can attest that if the spring comes out of the rewind cover it's an absolute mess to deal with but a shop has special tools to work with.

Pullcord violently retracting on Craftsman lawnmower

It is possible that the 'dogs' that engage the crankhaft were stuck in the out (engaged position). Once the engine started, it wound the rope in the opposite direction until the dogs slipped and retracted. Romve the top cover that includes the pull start unit. Check for smooth and sticky free operation while pulling on the cord. Try using a very light oil to lube if nessesary.

Crafsman Eager 1 6.75 HP lawnmower wont start

I have 2 mowers so it was not used last year at all. Gas was drained and it was stored in a shed. Anyway, I know nothng about mowers other than spark plugs, gas, oil, sharp blades and filters. Is the motor seized? Thanks
