It is the Chipset driver that controls the SD card reader, you can download it here.

I tried that, I now have an SD host controller, but the SD disk drive is still not working. Any other suggestions?
If this does not solve the issue, apparently a few people have gotten their Dell SD cards working by installing the old Windows XP Sp1 SD driver

I apologize, but I seem to be limited in how many characters I can respond in. What I am trying to say is that some people find that the XP Sp1 driver for SD card readers from Dell seems to fix this issue for them in Sp2 and Sp3.
