Why do I get (Windows unable to complete format) when i try to burn a ****

Sounds like your DVD Drive has a problem writing and might need to be replaced. Try just putting in a DvD Movie and see if it plays the movie. If so, then try putting in a blank DvD and just write something simple to it such has a document or one music file. If the record mechanism is bad it will fail on the write. These guys at http://www.generalsystemsconsulting.com can install another one for you for $80 and ship it back Fedex or UPS

Start-up shows "Launch Start-up recovery" but am unable to proceed

This is Vista you are running and there are a couple of options. I'll go for the easy one first

Boot and insert Vista install or recovery DVD (any Vista disc will do for this)

Reboot and hopefully it will offer the option to boot from the DVD. Take this option and follow it through until you are offered the option to install Vista or repair your computer. Just follow things though from there and it MAY repair the boot problem.

If it does not offer you the initial boot option then look on the initial boot screen for the boot options key - probably F11 or F12 - and press that during initial boot to obtain the boot options screen
