Did you contact DELL. As long as you have the police report, they should be allowed to help you. That is a security issue. We can not tell you that because you could be someone with a stolen laptop. We have no way of knowing this. You would not want us to explain to someone how to break into your laptop would you?

I'm not sure the d420 has a jumper for BIOS reset on the motherboard. I think you will need to remove the small CMOS battery under the keyboard (for around 15 minutes) to reset the BIOS password and settings.
I
am afraid that such kind off issues could only be solved by motherboard
replacement, unless you can contact your laptop's manufacturer support with a proof of
ownership of this notebook.
For that try password as "dell" or "DELL" If it not works then you have to reset all settings of bios to factory defaults. For that you need to open back side cover of laptop. Open all screw in back side then remove cover then you find motherbord chipset . Pull cmos cell from motherbord 15 minutes so all settings goes to factory defaults. Let me know if you need more assistanse. Thanks.
Clearing the CMOS will reset the password... Take the button cell battery out for a few minutes, put it back in, and all settings, including the password, should go back to defaults. Unfortunately it looks like your BIOS battery is under the keyboard... Dell has got what looks like decent directions here, for getting at it: http://support.dell.com/support/edocs/systems/latd420/en/SM_EN/coinbatt.htm#wp1123951
