Hello,

The first way you can do so is Click Start, Turn Off PC, then select Restart.

Or you can push the restart button on your desktop. Should be right next to the main power button but smaller.

If all else fails, just push the power button, or hold it for a few seconds and it will turn the PC off. Then just power it back on.

Thank you for choosing Fixya.

For Dell password reset, you can use Windows Password Rescuer to help reset password easily. It can help reset Windows 8/7/Vista/XP/2008/2003/2000 administrator password quickly without logon.

Reset bios

Installing a fresh operating system is a good option, and there might be a feature in the BIOS to restore the system to factory defaults. Information on how to do this:

Windows XP: Dell PC Restore

Using PC Restore:

1. Turn on the computer.

During the boot process, a blue bar with www.dell.com appears at the top
of the screen.

2. Immediately upon seeing the blue bar, press <Ctrl><F11>.
If you do not press <Ctrl><F11> in time, let the computer finish
starting, and then restart the computer again.

NOTICE: If you do not want to proceed with PC Restore, click Reboot.

3. Click Restore and click Confirm.
The restore process takes approximately 6 to 10 minutes to complete.

4. When prompted, click Finish to reboot the computer.

NOTE: Do not manually shut down the computer. Click Finish and let the computer
completely reboot.

5. When prompted, click Yes.

The computer restarts.

Because the computer is restored to its original
operating state, the screens that appear, such as the End User License
Agreement, are the same ones that appeared the first time the computer
was turned on.

6. Click Next.
The System Restore screen appears and the computer restarts.

7. After the computer restarts, click OK.

I dont know how too reboot my dell dimension E521?

Dell seem to not make a lot of computers with reboot/reset button. If Windows is already running, you can turn it off or reboot it from the start menu. What you can also do is to hold down the power button for at least 5 seconds. Usually it will turn it off itself if you hold it for long enough.
