U'r hard drive is not communicating with the system. Open the pc (power off) and check the cable connections. While U'r there, clean with blow or vac. U'r HD may have died. The data may still be there and got to with a new hd.

My computer keeps reading diskette 0 seek failure on a black screen and wont start how do I fix this issue. I have a dell desktop computer

You might get this error if there is a non-bootable diskette in the drive. Remove it if so and you might have a normal star-up.

If there is no diskette in the drive, you may have a hard drive failure where the computer can't start normally and is switching to try the floppy.

Diskette drive 0 seek failure

Does the PC have a floppy drive? If it doesn't It appears that your BIOS (Basic PC setup) thinks that there is one! I think that pressing f2 on boot will bring you into the BIOS setup.
In there, see can you locate any reference to 3.5 inch floppy and amend it to the setting which suits the config of your PC.

Please take care as to what other settings you change in the BIOS
