capacitors are rated in microfarads or picofarads and not amps
capacitors are used to provide a boost voltage to start motors and then to keep them running
Amps is current flow so what ever you replaced was the wrong unit.
on the side of a capacitor will be voltage rating (110-115-220-240 etc and a number 45 -55 60 uf etc
it will have either 2 terminals or 4 terminals connected as pairs
from what you describe it is a capacitor problem
Comfortmaker 10 means simply it is a 10 SEER system. Unable to determine the OUTPUT size without the Model Number. Go to the Outdoor Unit Nameplate and locate the Model No. Here is an easy way to determine the "SIZE" of the "Comfortmaker 10 HVAC" Systems:
T the upstairs is a 3 1/2 ton 10.0 SEER condenser, and the downstairs is a 2 1/2 ton 10.0 SEER condenser. You can use any 10 SEER Unit on replacement, but if you go any higher in SEER (efficiency), there is a possibility the unit will freeze up. The reason is because the indoor coil also has an efficiency rating (10.0 SEER). It is not a good idea to mismatch units when it comes to SEER. Otherwise, you can use any brand of unit, if you want to go higher in efficiency, you need to change the indoor coil as well. Hope this helps. Mark
According to the model number it is a 2 ton or 24,000 BTU unit. It is very important that you change the indoor coil as well as the outdoor section, due to it being a 10 SEER unit, and the new basic systems are 13 SEER, the old coil cannot handle the higher SEER ratings.
Rheem and Ruud are the same equipment, just 1 number different on the model number.

the higher the seer the more efficent it is no matter the tonage of the unit
make sure that the tonage is correctly sized for the home rule of thumb is if the home is insulsted properly 600 sq feeet per ton
oversizing creates shot cycles real cool then warm real cool then warm, under size unit runs all the time
