power saveing mode stays on and screen stays black

It is probably the ccfl inverter board that has gone out.  It is what drives the fluorescent lighting that gives your monitor a picture.  One way to test it is to shine a flashlight at an angle on the monitor while the computer is on and if you can see the picture very faintly, it is the backlighting not coming on.  It could be the bulbs, but more times than not it is the inverter.  You can usually find them on ebay along with instructions.
