Question about Canon PowerShot S3 IS Digital Camera
Not much info to work with (no model number), but if your flash is the type that needs to be popped open, and you have done this, also check your camera settings.
There is often a setting for flash and options include red eye (two flashes), no flash, auto, etc. Some devices allow you to always flash (to use as fill), but others do not.
