Has new cartridges. Goes thru "motions" of printing, i.e. carriage or head moves as though it is printing but no print on paper. Communicates with computer. Something blocked or dirty? Can it be cleaned?

Re: Does not print
The CX series printers use a pigment based ink, and if it dries it frms a semi hard gooy substance on the printer ink input pins.
Sometimes after the insertion of new cartridges (Ensuring the yello tab is removed) and letting them sit overnight (to soften the ink blob) and running several cleaning cycles can unblock the ink "jam". Note: Epsons printer head need ink to cool them when printing (Sort of like oil in a car) so don;t try to print withot having ink flowing to the heads. It can also ruin the print head by overheating.
If all else fails there are several companies that sell inkjet cleaning solution. You may need a couple of cartridges to flush blocked jets but if will most likey work if the print head is still functional.
Otherwise, the technican is correct, you may need to purchase a new printer.
Note; For the future... Never let the ink run out of any cartridge without immediately replacing the cartridge. Never remove an empty cartridge without replacing it immediately.

I think you are a knowledgeable person from your description (thank g-d). It sounds to me as if there is no current getting to the heads heaters therfore she is not firing any ink. This can be a break in the ribbons cables and the fix is to fit a new carriage assy. of course it could be the head itself. Remove and refit the head (no power of course) I reckon if you replaced both then it would fix your problem.
This is a clogged print head. This happens if the printer has been off for a long time or if the cartridge was removed and the unit left empty for any time. Take out the cartridge and press the print part on a piece of paper. Any black lines? If not, you will need a new cartridge. Wiping the print head gently with a Q-tip moistened with PURE alcohol (99%) may restore printing.
try manually moving the carriage and see if it will move freely if it will not move.. there is the possiblity of minute peices of paper jammed under the carriage.
if the carriage moves freely... clean the contacts on the cartridges as well as the contacts on the carriage
It sounds as if your print heads are clogged. First try performing a deep cleaning from the Service menu. If this fails to clear your problem you can try to manually clean the heads but you may want to use Q-Tip's and Alcohol to clean the cartidge print head before you go to that expense.
take your ink cartridge out from your printer. you can see at the ink carriage there are little pipes where the ink usually flow from cartridge. If head cleaning and power cleaning does not work, then try to clean those pipes by using 96% alcohol fluids and **** the pipes using something.
Common problem with Epson Printers.
Either the print head is clogged, or the tube that goes from the pump to the printhead fell off.
Open the printer cover so that the ink cartridges are in open view and then UNPLUG THE PRINTER" so that the ink cartridges wont go back to home position. (If there is a change INK cartridge button, then press that then uplug the printer when the cartridge stops moving.)
You can try to clean the print head by folding up a couple paper towels, then saturate it with windex with amonia. Place it under the print head assembly and manually move the print head assembly over the paper towel back and forth to clean the bottom of the print head assembly. You should start seeing ink on the paper towel.
After cleaning, run the cleaning program that Epson has, and try it out.
If it still doesn't work, then you might have to repeat this a couple more times.
If it still doesn't work, then it might be time to get a new printer.

Check Paper light flashes but there isn't a paper related problem
The check paper light may also flash if there are other problems. Verify the following conditions:
Verify that the print cartridge door is closed.
The print carriage may be jammed, follow these steps to correct the problem:
Open the print cartridge access door. If the print carriage can move, it should move to center. If the print carriage stays all the way left, unplug the power cord and then plug it back in. This will reset the unit and may allow the print carriage to move from the left.
Disconnect the power cord from the all-in-one.
Remove both print cartridges.
Move the print carriage left and right slightly to verify that the print carriage will move freely. If the print carriage will not move freely, check for obstructions.
Close the print cartridge access door.
Plug the power cord back in.
After the all-in-one initializes, the print cartridge light will flash. Open the access door and install the print cartridges.
Close the print cartridge access door. If the problem returns, remove the print cartridges and wipe the electrical contacts before reinstalling them.
Try to make a copy. If the all-in-one pulls in paper but cannot make a copy, there may be a problem with the scanner mechanism. Contact HP for assistance.
