Generally, Best Buy™ stores will treat only video game consoles themselves as "hardware." Wii Fit (with the Wii Balance Board) however is considered an accessory/software, as it requires a Nintendo Wii to play.
A good rule of thumb if you are unsure what an item is classified as is to consider the product's primary function. For example, while some of the newest generation of consoles may have multiple additional features (like the Playstation 3's ability to play Blu-Ray discs), each console is generally advertised emphasizing its primary function as video game hardware and not by their secondary features. Wii Fit is essentially an add-on to an already existing product, again making it an accessory/software product.
