Dear Frac1969,
There are many reasons when flash isn't poping up. Flash selection could be OFF from menu or its setting is Auto. Are you geting any error message in camera when you try to use Flash function?

Camera want flash sony dsc-h3

If it flashes when you take any photo then you have the flash set to manual override for each shot or you're just shooting in areas too dark for any photos without the flash. Check your flash settings or try a factory default reset from the camera's menu options.

When i placed the flash on and i press the shutter bottom the flash lens pops up but there is no flash what is the couse of this and can it be repaired?

If your camera have automatic flash setting, when its bright enough, your camera flash won't ON. Or your flash lamp has broken. It can be repaired at Sony service center.

Hi Jim,
Have you tried resetting all settings on the camera? On a Sony camera, it is called "initialize". The initialize setting is found by going to the menu, and tabbing down until you find an option called either "reset settings" or "initialize settings" and then confirm it.
Many times that will fix the issue, in case something has either been enabled/disabled on accident, or the software is sticking (which happens from time to time)
