VCR won't record

The machine runs as if it is recording, but all I get on the tape is a blue screen. I don't have cable or dish. The 'VCR/TV' button (remote) doesn't seem to do anything. I can only change from TV to VCR view with the TV remote 'INPUT' button. What else should I be doing?
