-if you tried to install it before, it could be that some components of the card were already been installed in your computer that's why it's not recognizing the card anymore. if so, (1) go to your device manager and check if there's any network device/other devices that has a red exclamation point. check properties and see if the driver is installed properly or not. if not, click on update driver. if so, (2) try to uninstall any software that has been installed for the card (if you have installed any), take the card out of your computer, reboot, and install the card again.
-if it's just your first time installing it, try another pcmcia slot (if there's any available slot) for laptops or another pci slot for desktops. you can also try to connect the card to another computer to isolate if there's a problem with your card or with the slot

I see you set Windows back to defaults as you mentioned and now your Router will not go Wireless.
First Restoring Windows Back to Factory Defaults will not reset your Routers Settings to Defaults together with Windows.
So Most Probably the issue is since you restored windows back to factory defaults you may need to install the Wireless Driver again on the Machine / Computer to make your computers wireless card work again and be able to detect and connect to your Belkin Router.
try a difefernt device that can connect wireless to your Router or maybe a different Laptop to see if the Belkin is working fine wireless.
If any other Laptop will not detect the Belkin then try turning the Wireless Radio ON again in the Router Settings of Belkin.
But I suggest to check all your system drivers if installed for it to be wireless capable again on the issue, Restoring Windows back to Default will not change anything in the Belkin Router. I believe this is a Driver issue on the Wireless card of your Computer.
You mentioned the system does work if plugged in Wired right, check your drivers install every driver that needs to be installed from the Manufacturer Website of your Computer for proper and compatible drivers.

You can now change the default password. You can now configure the wireless settings.
Now configure the wireless card in your computer/laptop withthe router's wireless settings.
From one of the "wired" computers, connect to the router's built-in web-server, and run the "Wireless Networking Setup Wizard", in order to configure your wireless network, choosing an 'SSID' and a "password" for your network.
If you are trying to connect wireless you will need a wireless card. Routers are very peticular about the way they are set up. Unhook everything turn everything off and reboot computer, and run the software disc that came with the router. Plug the dsl into the the Blue colored port or Wlan then reboot computer and then plug cable into computer. This should work.
Try restoring the Belkin back to the factory default by powering up the Belkin and pressing the RESET button on the back of the Belkin for 7 secs. Then connect a LAN cable from the computer to the Belkin, open IE browser and type the configuration IP address and configure the wireless settings ie. SSID, encryption etc. The computer wireless cards will need to be configured with the Belkin wireless settings to allow them to communicate with the Belkin.
To secure your wireless network and prevent unauthorized access you need to setup your wireless router with these settings :-
When you first setup your wireless router you should change the login password and then the wireless configuration, setup WAP or WAP2 encryption (WAP2 is the strongest encryption) and change the SSID and turn off SSID broadcast. For further wireless protection enable MAC address filtering. The MAC address of the wireless card in your computer is entered in the router MAC address filter table, which allows only the wireless card with this MAC address to connect to the wireless router. Also if your router has a firewall then you should enable this feature. The wireless card on the computer needs to be configured with the wireless router's settings. The LAN cable can be removed and the computer communicates wirelessly with the router.
Do one thing at first you configure your dsl and after same configuration in the wireless g, then configure the laptops to installed the card driver.and destops also where you want to installed the card.

Open an Internet Explorer window on your computer and type in http://192.168.2.1 in the address bar. This will take you to the Belkin router's web based configuration page. If you are not able to open the page click here.
You will get a login page. Leave the password blank. Click Submit .
On the left side of the page, click Channel and SSID below Wireless .
The wireless channel on the Belkin router is set to Auto by defualt. Change the wireless to a static channel. Click Apply Changes .
Click Logout in the top right hand corner.
Note: The wireless card in the computer will automatically detect the change in channel number on the router and will update the channel on the card.
