The 3GS phone is finnicky about charging withing certain accessories. Sometimes on chargers it'll say "Charging not supported by this accessory". Try unplugging it and plugging it back in. Sometimes it works, sometimes it doesnt. If the charger has worked before, chances are if you plug it in again, it might start to charge.
Your battery is either not charged or the battery cell is completely gone.
I'll advice that you get another battery and give it a trial, also look out for the charging port. Check if it is not rust in any way because, if the charging port is rust, it will be difficult for the charger to contact the charging port.
I believe what's wrong with your phone is a minor fault, just do a thorough check and you will find a solution to the problem.
Your charger is faulty. If your phone is able to charge off of other sources (computer, car charger, another wall charger) Then, the charger needs to be replaced. Some mobile companies have a 90 warranty on accessories like the charger and battery. Then the mobile manufacture (Motorola) has a 1 year warranty on the charge and battery. I would check on that, and get those replaced.
Have you tried a different plug? Sounds like the plug might be bad. If you have a car charger, and a house charger, I would try both. IF one charges, and the other one doesnt, you have your answer. If you have trouble with both, then either you have 2 bad plugs, or the socket on your phone might be bad. Either way, your local phone dealer can check them out in seconds, and some places won't even charge.
