I have a Kenmore Dryer, model # 96585210 / 65852. I have it apart and have narrowed my problem to the actual motor. I get a humming noise, but the motor does not spin. After a few seconds, it stops...

You have verfied the motor is shorted out already, when you hear it just hum and smell like burning rubber/electric.
Yes replace the motor.

Motor/Drum doesn't turn/spin & belt appears to be OK

With the belt off can you spin the motor freely by hand? If no then the bearings are froze and the motor has to be replaced. If yes and the motor will not start when power is applied then the motor needs to be replaced. If it starts without the belt on but not with, then the drum is bound somewhere and has to be freed.

Kenmore 86874800 electric dryer. It doesn't spin (rotate).

Can you hear the motor running? If so, you need to replace the drive belt. If you can't hear the motor running, you will need to get a schematic from the Sears/Kenmore website and check for voltage inside the cabinet. You could also buy another used dryer for $100. This route is certainly cheaper than paying for a service call and repair.

Good day,
Yes the motor will run with or without the belt. The blower discharging air out of the back of will still work,
