Alittle constant humming could just be the starting contactor ingaging. If you have someone to help you have someone go inside and turn the thermostat cool switch off and on while your outside. If you hear a click and the humming goes away when the switch goes to off than that is what the humming is. If that part is working and then unit still doesn't come on then you have a problem with the high voltage side. You should check the a/c breakers or fuses and make sure that part is good. If they are ok then I would recommend you have a proffessional look at it, you can get badly hurt if you dont know what you are doing when you open up the unit.
The constant hum is probably the contactor which may be pulled in on the 24volts check your capacitor that is most common to go out its a canister either oval or round it has wires going in to it please give me a vote and rating
I just had the same problem. I replaced the motor with no luck. It turned out to be a bad capacitor. If it is a dual capacitor, three prongs on top, it also starts the compressor. It is recommended to replace the capacitor anytime you replace a motor. I would try replacing the capacitor first. It is a lot cheaper that a new motor. If that does not fix the problem then you can get a motor. No harm, no foul. The slow start of the motor is a common symptom of a bad capacitor. The motor is not getting enough voltage. The capacitor increases the voltage like a transformer. It will boost it to almost 400 volts, depending on your unit.
