Does the Hp w1907 have a built in monitor microphone? If so, how do I activate it for an online meeting?

I'm sorry but it does not. I also wanted to find this out a long time ago. If you use skype or some other type of chatting. It will only output what is happening on the computer like watching a video or anything else. The only possible way for you to make a cheap and inexpensive mic is using the headphones that you have, and put them in the microphone slot in you PC and or Laptop.

There is a mic built into the monitor, I muted it once and then I just recently found it on my own after a long time of people telling me there isn't one even though I know I used it. First right click the speaker icon on the lower left screen and select recording devices, if your mic doesn't show up in the recording devices, right click the area where it is suppose to show and select show disabled devices. Your mic should show up there and then right click and select enable. If the right clicking doesn't allow you to enable it, just click the properties button on the bottom right of the window. Once there click on the device usage on the bottom and select enable.

My monitor occasionally blacks out. I turn just the monitor on -- wait a few minutes then it works ok for a while until it blacks out again

There are controls that turn off the monitor, both in Windows control panel and the monitor itself. The system should know if activity is happening, and should not blank if active.
Look at screen savers, too.

Headphones

Welcome to the computer age. I looked up your HP W1907 monitor. It comes with a built in microphone and speakers but no audio jack for plugging in headphones. You will need to find an audio jack on your computer tower. Most new computers have audio and microphone jacks on their front face. In most cases there will be a picture of a microphone or headphones next to the jack to tell you what it is. If you can't find one on the front, look in the back. The audio jack is usually color coded green. I hope this helps you out.
