If you can get to the shaft of the motor, oil it using electric motor oil. If the motor spins freely, you just may need to replace the start capacitor, however if it is binding; you will need to replace the inducer as an assembly.

the screech is probably the condenser or exhaust fan as you guessed. And yes, a decent handi-man can fix it. Check the horsepower, RPMs,rotation,shaft size, and frame # of motor and order a new one from www.grainger.com or a local carrier dealer.
Install the new motor exactly as the old one was and wire according to the motor literature or the graphic on the side of the motor.
Use care when removming the old fan blade. a good file on the shaft and some WD-40 makes the job easier. Also a bit of patience... :-)
