I have a problem with the rubber primer piece on the front of the lawn mower. It leaks. Can you please tell me who carries this part in California?The lawn mower is made by Champion with a 4HP Briggs & Stratton engine. Thank you.

Those are inexpensive and pretty simple to replace. Mounting varies among manufacturers but usually there's a small plate fastened with 4 screws that has to be removed and then the old bulb pull right out. You can find replacements online - try the below link as one source. Lawn Mower Parts
Sounds like you have an air leak in the fueling system and air, not fuel is being sucked in to the primer, check the fuel line and primer pump gaskets or bubble (if it is the primer bubble type)
Look in where the bulb goes into the shroud. There will be a snap ring in there. just remove the snap ring and the bulb will come out. Make sure you replace the snap ring and check the hose to the carb.
They have um for other machines on eBay...some may fit your machine and may carry some at your local small engine/lawn mower repair shop. Compare your type to the ones you find.
YOUR PROBLEM IS SIMPLE.
FIRST OF ALL THE HOLE IN THE PRIMER BUTTON MUST BE THERE TO POP BACK OUT EACH TIME YOU PRESS IT NOW AS TO THE GAS COMING OUT OF THERE
THE FLOAT IN THE CARB IS STUCK IN THE FILL POSITION AND WILL NOT LIFT ONCE THE BOWL IS FULL TO STOP THE GAS FROM FILLING OR YOU HAVE A PIN HOLE IN THE FLOAT ITSELF.UNDO THE NOT ON THE BOOTM OF THE BOWL WITH THE LAWN MOWER TILTED ON A 45 DEGREE ANGLE SEE IF YOU CAN MOVE THE FLOAT UP AND DOWN IF IT IS FREE MOVING SPRAY THE WHOLE AREA CLEAN WITH CARB CLEANER AND REASSEMBLE TRY TO START ,IF STILL THE SAME PROBLEM YOU WILL NEED TO REBUILD THE CARB AND INSTALL A NEW FLOAT
Something is causing the float in the carb to stick in a downward position. This float tells the carb when to cut off the flow, and stuck down it keeps the channel open for gas to flow through. Empty the gas and remove and thoroughly clean out the carb, making sure you hit the float bowl very well. Worst case the float could be bad. If cleaning it thoroughly doesn't get it, consider a carb rebuild kit from the engine manufacturer or replacing the carb.
