I don't know whether your philco is the same as my crosley, but I recently had an issue where the record player stopped turning and it bamboozled me to no end. After digging up the manual online, I found out that you had to lift up the tone arm and move it to the right (past the holding clip) until it clicked, and voila, the record player started spinning again.

These are belt drive units. Trying to find source for proper belt replacement and/or correct size for a generic. Big red rubber band works OK, but.....
Hook rubber band on pins of bottom of platter and drop over drive spindle. hand turn platter to dilodge band from outer pin onto drive spindle. replace lock clip.
Directly under the turntable there is a white lever. I moved it and it started turning. You first have to take the screw off of the outside edges to lift from the suitcase and turn the entire top over. Be careful as there are lots of fragile electrical things sticking out from the circut board that could be bent and broken.

Place the rubber band around the turntable and put a paper clip, bent up behind the rubber band. Start the turntable on it's spindle and you will be able to view that drive spindle on the right side, slowly pull the rubber band with the paperclip and drop over the drive spindle. remove paperclip and push turntable down seating it and replace the lock snap.
